I never viewed it as any sort of culture dig at the British...but more poking fun at the stereotype of scholar culture. Replace demonology with anthropology... a bunch of stodgy old British dudes huddled in a dusty old library poring over ancient scripts.

I'd say that the woman associate from Wolfram and Hart was, maybe, testing Angel rather than simply trying to seduce him. At this point, I don't think it's spoiler to say that something's been slowly building up here amongst these one-off episodes.
