I think anissa is just refering to seia here since she's her sister-in-law and seia(from other audios)keeps telling adept to stop overworking himself!

On the one hand in makes him more sympathetic to me, a king who really works to fullfill the responsibilities he has, rather than slouching about in luxury. On the other hand Seia is really working hard in the same position (and to atone, I assume). Perhaps makes the prospects for their future relationship a bit brighter if they are compatible in that regard.

From the interaction (C will never live it down that she calls this cute), I expect that they are the archmages Vesper and rough-tongued Cinna. If V is Vesper, he would also have the means to look into the change in Despina.
