updated tier descriptions

I know it was disappointing to see the raffles go but now I'll be able to offer some new perks like private streams. Also, $1 pledges can now suggest a waifu of the month and $5 pledges can make sketch requests to my patron work queue. I updated some of the reward descriptions today, and I'll be painting one of those sketches by the 28th.
