You never know! He has pulled from Legends a number of times before (Thrawn being a prime example), so it is certainly a possibility, although a slim one if you ask me.

Something about Thrawns look reminds me of Elon Musk so it’s really easy to see him as a villain! While I’m sure it’s a pipe dream, the deep deep old canon book reading nerd in me hopes that the threat from outside the galaxy could be the Yuuzhan Vong. I know it’s a stretch but maybe Dave Filoni is willing to throw us deep lore autists a bone

Like dead stormtroopers, or just people in general and the aim is to use nightsister magic to reanimate them like Marrok? Thrawn did mention his numbers had dwindled and the cargo crates could easily be the size of a body. Maybe he needs TIE pilots? Perhaps thats the use of the magic Thrawn talks about near the end of the episode. With Dave's love of the EU this could be a "Death Troopers" kinda thing.
