The problem with heimerdinger in my opinion is that he is lacking a sense of urgency. If you want to look at the big picture, yeah, he actually is the person you should listen to, but he also is kind of like caitlyn. He never experienced how it is to live in the undercity and like victor said: "there are people who need our help NOW." You know this is an excellent example of the discussion about utilitarianism. Is it always the morally correct decision to have the greatest possible benefit or happiness for the greatest number of people, even if a smaller amout of people have to suffer for it? So yeah its not that easy and the show did such an amazing job to really let you see how complex life and its decisions can get and to show that there are always several perspectives and opinions that are at the same time valid AND clashing against each other.

He is at least seeing bad things happen and trying to change things, Heimerdinger has been the head of the council for at most 200 years and look how divided the city is, I would say he's more neutral and ignorant like you said Caitlyn is. He has no idea what is going on in Zaun and even with the rebellion that happened in the past it doesn't seem like he took the opportunity to find out. I guess we all have our blind spots.
