Thank you! ^_^ I don't really have a tutorial type videos, but still the answer is fairly simple; in Paint Tool SAI the soft look is done with the "soft brush" or "water brush" ...you can play with brush settings and set it as you like. The soft glow can be done basicly in any painting software by using a soft brush and "soft/hard light" layer ( same in Photoshop ). I hope it was helpful!
