Her body is not full bilogical and did not got the finish, so Penny does not have human body details. Her left arm and hand are very strong, she can create holograms and also access cameras or what other Sugars are seeing. But in this case other sugars also can have access to what Penny is seeing. Penny needs eat, drink and charge, so there are physiological needs as well. It's possible to control Penny remotely like an Avatar, although she doesn't like it at all. Oh and, because penny is very advanced, she needs to learn skills just like humans. Skill drives are incompatible with her.
