They said that the safest thing to do was shelter in place and wait for further instructions. Most people ignored the orders and tried to escape. I was one of the people who did what they told us, and a few of my neighbors did too. Whether they were stupid for trying to leave or we were stupid for trying to stay, I still don’t know."
