It says illegals cause the title of the anime in Japanese is Vigilante - MY Hero Academia Illegals. It's called that cause doing hero work without a license is illegal so our protagonists are breaking the law. You can watch this without watching My Hero because it is a prequel (5 years before) but you will miss references, but the main show also occasionally references things from Vigilantes so its kinda like a two way street. The actual best point to watch Vigilantes is probably right after season 3 before Season 4.
