She does not have the same VA as Shinobu, although they do sound a bit alike Kaho is the GOAT, saw her do a panel live at Otakon in 2023, So Magical Girl Anime are typically really popular amongst young girls and that was the original target demographic, but then in the early 2000's Pretty Cure came out which took a lot of inspiration from tokusatsu shows like Kamen Rider and Super Sentai making it more action focused, this widened the demographic and made it super popular with a subset of adult men. Then a second branch of Magical Girl anime started being made that targeted that male demographic, it started with Magical Girl Lyrical Nanoha which like Prillya was a spin off of a 18+ VN (Triangle Heart), although nowhere near as much fanservice as Prillya, it was more like Gundam in its themes and action. Ironically the magical girl spin-off became infinity more popular than the VN and most people dont even know that VN exited anymore. Eventually this led to Magical Girl Deconstruction Anime where they took the tropes of the genre and flipped it on its head and that's where you get things like Madoka. Also in the west there was an attempt to market some of the magical girl shows to boys by giving them different openings, and up-playing the action in the commercials, that's how I got into CardCaptor Sakura when I was a kid.
