Even though she resembles a certain other fairy from the Wing Clan of fairies in Lostbelt Britain, she has a dragon's heart and ends up transforming into a whole dragon herself, a smaller version of Albion.

So one of the reason shirou saw a dragon in saber is specifically she’s part dragon herself or more specifically saber has the essence of the red dragon of Albion in Myth. In the Fate world Albion is a pure blooded dragon that lived in the age of gods with other phantasmal species. When Albino died he had two aspects of himself known as the Red and White dragon of Albino. King Uther pendragon transplanted the red dragon essence on Saber. which was the foundation of her birth and what made her super op in the first place being immune to age of gods magecraft. The white dragon of Albion was Saber’s arch enemy known as King Vortigern the one who led the Saxons to conquer Britain. There more lore to it than that but that’s the long story short of it. But as I said before all this is in the novel of Garden of Avalon the novel which explains saber’s youth to her tragic end.
