The Legion are AI machines that were designed to have human like brain structures. But because of that design they had about 50,000 hours of operation time before they shut down due to the design. However, because the 86 are not being allowed to bury their dead since San Magnolia views them as less then human. The Legion started harvesting the brains of the dead and trying to copy them to replace the design of their AI brains. This is why Shin intentionally destroys the brains of dead 86 by shooting them in the head even after death. He ensures that The Legion can't copy their minds. They still did with Kaie, and that's why there was a Legion speaking her last words. The result is typically just a slightly better processing unit and one that won't end in 2 years time. Whenever they get a mostly undamaged or whole brain though... those are the real threats, and San Magnolia is screwed and the 86 know this already.
