She was split in two parts, good (Ashtarte) and evil (Ishtar). This universe Tokiomi found her evil side and raised her to be good while the good side was found by this universe Empire equivalent (remember this universe is all a Star Wars parody) and raised her to be evil. Eventually both parts make amends with each other and fuse back together.
