According to the Wikipedia page about him:
"Robert F. COLEsberry Jr. (March 7, 1946 – February 9, 2004) was an American film and television producer, best known as a co-creator of the television series The Wire (2002–2008)."
By the way, he also played the role of 'Detective Ray COLE' on the show. The character name of 'R. Cole' was clearly inspired by his own first initial plus a portion of his real life surname.

Alas, Walon (portrayed by singer-songwriter Steve Earle) — the drug rehabilitation counselor from Narcotics Anonymous, and one of a select few tried and true friends who 'Bubbles' can count on plus trust, since he is definitely a dependable and reliable person — has returned.
He has come back just in time for his cover version of the theme song, 'Way Down in the Hole", to be featured in the intro of all ten episodes of the fifth and final season, too. In his own composed rendition, he is responsible for both the vocal and guitar parts.

Twenty on the dollar means just that: 20% or 20¢ out of every dollar, not $20,000 per kilo. So, Omar was giving Joe a discounted deal with a "bargain price" (so to speak), in that Joe would "only" have to pay $400,000 for the haul of stolen heroin.
If taken into account as fact that said $400,000 = 20%, then that means the drugs were worth an actual total market value of $2,000,000. Sure, Omar could sell all of it off over time, likely in little dribs and drabs here and there, to make him the full 100% value of a cool $2 million raked in.
However, it would be (plus was) much wiser, quicker, smoother and simpler to just sell the stuff back to Joe at 20% cost of the total value. After all, Joe would obviously be in the market — and as an empty-handed buyer sans any leverage whatsoever, at that, which was of course due to Omar and his crew.

Did y'all catch the slogan on Herc's shirt? It said-slash-read "Wisconsin: Smell the Dairy Air" (within a bordering outline of said state's shape), as in take a sniff and get a whiff of that dairy air aka derrière.
Of course, derrière is a euphemism for a person's buttocks, thus that was such a nice touch, what with the fun bun pun plus double — nay, triple — entendre being invoked there.
Yet, despite how very hysterically hilarious I personally find that particular phrase to be, I must admit that I do somehow always forget about it. BUT(T) then, I'll come across it in this episode, and so once again I'll end up "lmao"!
And, yup, there was indeed a reason BEHIND why I meant to implement the acronym for "laughing my ASS off" amid this random anecdote: to make a fully intended bun pun of my own!
That was probably a feeble attempt at humor on my part, perhaps. BUT(T) hey, as Vanessa Carlton would say: "C'est la vie." So, 'tis what 'tis, I suppose.

Have you noticed how this season shows how the next generation coming up are slowly taking their rules in that society? Michael becomes a hitman, Dukie is destin for the streets, and Namond is the one who rises above it all in potentially makes it out of that life. Usually by the final season most series, kind of die off and don’t end that well, but I can promise you this last season will be epic.😁👍🏻

What a season. A great example of a show just continuing to reinvent itself. Seeing the trajectory of all the kids was amazing. Brilliant storytelling.
