In terms of raw power, he has been overpowering everyone till now, including hody jones and cesar. But even withoutnthe gear 4th luffy has a way better haki than law, is stronger and very resilient. Though Law has very convenient moves so it's difficult to predict te outcome of a fight between them if luffy doesnt use gear 4th. But the thing we can agree on is that they both overpower Vergo.

The cool brothers are weaker than Luffy and during the whole fight they were escaping and setting traps. Law set them a trap too and attacked them by surprise. Also Vergo weakened Law by surprise by squeezing his heart, before knocking him. Also Luffy has been taken by surprise from Ceasar. He won the fight easily but while being distracted got taken down. In terms of fighting ability, Luffy is really strong. Ceasar is a scientist not a fighter. He has an op move that makes him remove his opponenrs' oxygene and luffy wasnt aware of it. You havent seen Luffy whole potential since his return to sabaody. He has never been in difficulty during a fight. Also 300 milliions bounty for someone who is not a fighter, nor a pirate, nor a revolutionnary is very high. It is that high bc of his dangerosity and his crimes. A bounty in op doesnt equal strength. It s a mix between strength, dangerosity and crimes committed. For example Robin at 8 yo was extremely weak but had a 78millions bounty bc she escaped from Ohara, can read poneglyphs and unravel the mystery behind the void century, the antic weapons etc, discover the wg crimes ... Also the war lords are extremely strong but since they are government allies they dont impose a threat on it. Hence, they have 0 bounty. Moreover, the wg needs them to whistand an emperor's all out war against the marine hq. Without them, the marine's victory is uncertain
