No, Whitebeard is very proficient at using Haki. However he was old and ill, if he used it it may have tired him out too quickly. And also this was during a period of time where Haki had not been explored properly in the series, so it may have just slipped Oda's mind.

P.S. Your take on Garp is something I haven't heard expressed that way before. It is really refreshing because I don't think I could have articulated it like that.

In the manga white beard got hit by Akainu and then it goes straight to Luffy recieving the hormone boost. Tension was not cut at all like in the anime.
