i think the point is similar to what that dog guy said (i think he was police chief or something? i cant remember) to todoroki, deku, and iida - is it okay to break the rules just because it turned out alright? ultimately, tsu is technically correct that they're doing what they want, against the rules and against the law, exactly like villains do (even if its justifiable as they wanna save someone) i mean u dont see regular people doing police work for a reason and what if it goes wrong? what if they make things worse or if they get injured again or even die there? that would only make the situation a million times worse - it would make UA and the heroes in general even more distrusted by society bc then they would've let a student get kidnapped AND other students injured/killed bc they didn't protect them or stop them (obviously we as the audience know thats not the case but what the show is trying to tell us is THATS how the world will see it)
