They donโt have to animate the facial expressions or mouths saying things taking up precious time needed to animate the awesome fight scenes. Once you recognize that itโs hard not to notice that a lot of action oriented animated shows are just dialogue over the โcameraโ panting over a still image or some simple animation that takes little effort like a single boat moving a long a channel.

The writer of the manga, or the art director, whoever planned that is a master at their craft.
