He was born with something called Heavenly Restriction which effects your cursed energy by either limiting or enhancing your body (THINK AN EYE FOR AN EYE). In Toji's case, he was born with no cursed energy AT ALL, in exchange for physical prowess. This is the same with Maki (WHY SHE WEARS GLASSES SO SHE CAN SEE CURSED SPIRITS), and they are both from the Zen'in clan. The only other person with Heavenly Restriction is Mechamaru, who was born with a sick and frail body, but has crazy cursed energy and technique!
