Major plot developments this episode. Biggest of which being Jace presenting the idea to gather the dragon seeds for potential riders. Something yall may have misunderstood. It’s not just Targaryens that are dragon riders, the Velaryons also have the ability to do so. Thats how Laenor claimed his dragon & how Laena originally claimed Vhagar. So the hope is find some offshoot descendants from both families and boost the Blacks power level.

I don't think Daemon kills the head of house Bracken, after he turns around, Daemon tells Willem that he did not know that they were so eager to die, to which Willem says that he (Daemon) should have indulged them (meaning he did not kill them). Daemon basically tells Willem Blackwood to commit war atrocities on the Brackens. If lord Bracken was not willing to submit to Daemon even after being threatened by his dragon Caraxes, you can imagine what horrible things the Blackwoods must have done for him to submit later (as Simon Strong tells Daemon while he is speaking with Alys Rivers). The lords that come to complain to Daemon in the middle of the night are under the Brackens, they were violated by the Blackwoods and their men. From the dialogue, it is clear that it was not just kidnapping of women and children but worse was also done (assault), which is not surprising when two houses hate each other for centuries.
