Jimbei said that he rejected Luffy's initial offer because of his obligations (to Big Mom). Remember he told King Neptune he was planning to cut his ties with her and was warning the King that it could potentially cause problems for their country, and Neptune said he wanted to fly Luffy's flag instead anyways. Jimbei is basically like a business partner with Big Mom. So her territory extends further beyond Totto Land (that's just her accumulation of the 34 islands surrounding Whole Cake, the mainland) by doing business with people. Now here she is trying to join her family with the Vinsmokes via a political marriage in order to get their technology.
