This is what I've thought, too. Entropy, stretching a rubber band makes it release heat; entropy cannot go down, so it becomes thermal motion of the atoms, i.e. they get hot. I figured this concept combined with his haki and 2nd gear produces Red Hawk. Oda has definitely used reasons rooted in science to explain how his characters can do certain abilities, so I wouldn't put it passed him.

No spoilers - yh. same way originally sanji had to spin for like 2 minutes to heat up 1 leg, vs now where he basically does it on command, luffy is coating with haki and using friction to create the fire, whether rubber has something to do with it is something else entirely. I always assumed the fire was due to friction of rubber + Armament Haki. You can see the way it lights up as he's pulling his arm back.
