The reason Pell didn't die was because when the manga chapter came out of Pell sacrificing himself by flying away with the bomb. It was very close to when 9/11 occurred. I don't if it was Oda himself or the publishers who decided to just let him live for the sake of what transpired in real life. Oda had already mapped out what he wanted to do in Alabasta and probably didn't imagine something like 9/11 was going to happen and coincidentally so close to when he released that scene.

Imagine some other character who dies too for some reason like sacrificing himself for others just comes back for no explainable reason. In my opinion, his death would have added authenticity to the whole ark.

You've now experienced Schrodinger's Pell: he should be dead, but he's alive, but he definitely 1000% must be dead. But at the same time he is alive. It's the biggest black/grey stain on One Piece's lineage. Eichiro Oda's (the author's) explanation as for why Pell still lives was basically: "I think he looks really cool, he's one of my favorite character designs and so I didn't want to kill him off". I'd just go with that and ignore him lol. Anyone trying to explain away how he lived is capping. Oda just said it's cuz he felt like it.

the reason pell survives is cause when the manga was being written 911 happened and the author did not want a flying character to die in a explosion.

If you ask me, I'd say that Pell survived because he was directly next to the bomb. So instead of getting hit by the blast head-on, it carried him, pushing Pell away from Alubarna. And as long as he remained conscious, he could atleast soften the landing with his powers. Still, death would have felt better here.

As others have said, this trope of Oda's to not kill people off is definitely his worst. It's one thing if them coming back has meaning like Igaram showing up alive after Robin saves Luffy, but when it's like this with Pell, for me it just took away from his sacrifice and for nothing lol
