So once he was knocked unconscious he obviously could no longer power his Devil Fruit powers so the sand storm fell off and it immediately rained. (Yes he was powering the sand storm even when battling others).

Also the music orchestra soundtrack to this was awesome, movie quality stuff. After rewatching this fight and comparing to all the others, this is def in my top 5. Can't believe i forgot about this fight smh. The impact it had on the story and the evolution of the straw hat crew is BIG TIME.

On a side note to add to your theory of Crocodile's existence stopping the rain....remember when Ace was shown in Drum Island(chopper's homeland). They said it didn't snow that day in that place. And Ace was later revealed to be a Fire User. Even tho, it's never explicitly stated in story....there are context clues telling some powers are inherently OP.
