I mean the only reason people would want to say it wasnt a hit is because you might think Kurama was kind. But by his own recolection Kurama was demon through and through even as a young child he caused trouble for his mom and before that he was full demon in personality. When we even see Yoko he is much more cruel than Kurama in speech.

I think Kurama put so much emphasis on the number 1 and the number 2 fighters (and essentially counted out the armies) based on past experiences like when they fought Sensui. It didn't matter how many Kuabaras, Hieis and Kuramas there were... If they cant damage a stronger enemy they are pretty much useless.

Or maybe you could think about it as kurama was close to yomi and didn't want to see him so he planned for the assassin to blind yomi and not take away his life and killing the rest of the group was a cover up in order for yomi not to feel like the guy was particularly aimed for him.

Then why would he say thr job is not worth it and run. If his job was only to blind him their would be no reason to debate continueing the fight. It also would make little sense to kill the rest of the group if Yomi was the main target. It most likely was a hit on everyone or on Yomi.

I think he spared him and delivered a message from Yoko; He specifically targeted his eyes and then delivered a life changing message that lines up directly with what Yoko been trying to tell him all along.

Naw Yomi was supposed to die but he got lucky with a bleeding out stab on the assasin. The assasin decided it wasnt worth risking his life and decided to leave his botched job.
