Just some fun facts --- Togashi did that chick with the memory reading power as a Pakunoda (from HxH) prototype (think *Memory Bomb* when squalla got killed)... This isn't in the anime either but Togashi drew Shizuku from HxH's phantom troupe as Kaito's (the taboo nerd) girlfriend

My take is that Sensui as always seen things black and white for the most part. Growing up Demons are bad Humans good. Then after that day and watching chapter black, he essentially flipped his opinion but it still remained black and white. Demons pure Humans bad.
Hiei has always kinda been the same way seeing this mostly black and white. Well, especially before we meet him in the series. Demons good Humans scum.
I think him slicing up the tape just shows that he no longer sees things as so black and white. All three of his best homies are at least part human. One he was willing to die form, and as we know Chapter Black is a one sided argument, essentially black, of the black and white (white potentially being the other tape?).

I've always wondered who the hell sniper is talking to.
Also I think Hiei stabbed sniper, stated that it was an inch from his heart or something, and then when he went to shoot Yusuke, Hiei pulled it out causing him to pass out opposed to stabbing it in further. Idk though.

The reason why hei cutting the tape is important is because of his character development since the start of the show (obviously).
But specifically I think it’s precisely because he hated humans that he decided to destroy the tape after seeing what sensui had become. It’s a little ironic that he wanted the tape to validate his actions against humans, but it was a human himself who abused the chapter black tape that changed his mind. Sensui believed all humans and demons are alike, while Hei came to learn that there is a separation between the two (IMO).
Togashi is truly a smart writer, a lot of chapter black elements are seen in later HxH too.
