This arc really does a good job of making it so the villains don't have to outmuscle the heroes because their powers work by completely different rules. It's funny, if Doctor set up his territory and infected everyone in the hospital, but he just stayed hidden, how many hundreds of people could he have murdered with no one to stop him?
