If you noticed, the bird was actually flying away from Netero due to fear from his powerful aura. That same bird found its way to the Royal Palace. Again if you noticed, the bird flew away as soon as The King charged up his powerful aura. The bird fled again, but this time to Komugi's room. The stress and fear the bird felt, activated a defense mechanism when Komugi came into contact with it and attacked Komugi. That being said, the little details in this show are amazing. Togashi throws all types of subliminals and little things like that in this arc.
