Luffy was talking with his grandfather while they were discussing a final project of the new Marines called Sword and where they would build their base.
It was certainly a strange thing, for the Marines to decide to build their base in the territory of the most powerful pirate in the world.
Even so, they still accepted the terms, seeing that the World Government was their enemy too.
And thus, the alliance was formed between the allied forces of the Dawn Pirates and SWORD, the organization created by former Marines who had decided to become independent.
Luffy agreed to it, especially to not be the boss of his grandfather and the other Marines, just an allied partnership with the goal of seeking a better world, with justice, and with Luffy promising that they wouldn't commit crimes against innocent people.
"Buahahahahaha. This sounds like the weirdest thing in the world, don't you think?" Garp laughed as he handed a paper to some members of SWORD.
They seemed to be Marine engineers as they studied the proposal Luffy had submitted.
"Well, here's the location, and it's very strategic, on one of the islands at the edge of the territory... Are you really going to give us the whole island?"
One of them asked directly to Luffy, standing in front of them.
"Sure. You can use it to build the base you want. I removed most of the animals from it, but I know Grandpa will clearly want to train the recruits with the animals,
so I left the giant modified animals that can even use the 6 styles and haki," he said, while everyone got goosebumps hearing that,
with Garp laughing in a maniacal way, even though they were impressed by the Yonko's generosity.
"Anyway, we're also going to provide materials.
I'll make use of what we have left in stock of Wapometal so you can build something even bigger and better than Marineford.
In the future, youâll be able to move the base wherever you want, once weâve eliminated the common enemy and the world is in a better place," Luffy said.

"I want you to be able to move your headquarters here," he pointed to one of the also wild islands in the territory, while Monkey D. Dragon seemed thoughtful but nodded.
This was Luffy's final point with the revolutionaries. He would provide protection to the revolutionaries in his territory, placing their headquarters there while they carried out missions around the world and grew strongerâafter all, Luffy wanted to train that big-breasted woman.
The World Government couldnât do anything to stop it, while they would have a headache watching those who wanted to destroy them unite and move to an area they no longer controlled, and everyone in Luffyâs territory was self-sufficient thanks to the countries that made up the territory, not needing much from the outside.

With that, Luffy left the place, passing by everyone, but stopped when he saw Sabo.
"Hope I find you stronger when we come back with the One Piece, Sabo," Luffy said, while Sabo gave a wide smile, of course. But Luffy wasnât finished.
"Besides that, youâre already getting old⊠Itâs time to give me some nephews," he said, leaving Sabo surprised, as his face turned red along with Koala next to him.
Luffy winked at him and walked away.
Luffy met with the former members of the Donquixote family, while someone had also just arrived in the territory a few days ago.

"Wait... I'm not going with them?" he asked with his high-pitched voice. Luffy, already used to it, didnât burst into laughter like the first time he heard it when he invaded Dressrosa, and simply nodded, while Bentham tried to hold back his laughter.
Pica was irritated but didnât say anything, knowing full well that Luffy would beat him if he tried to attack Bentham. They already understood enough to know they couldnât face the Admiral of the Dawn Pirates for more than a second before meeting a quick death.
"Youâll become the official engineer of the territory. Youâre better suited for civil construction. Thatâs why I want you to stay here and assist with your powers wherever necessary. But remember: donât hurt anyone just because they laughed at you. Otherwise, things wonât go well from there," Luffy said, threatening him at the end, while Pica swallowed hard and nodded.
"Well, letâs train them!" Bentham said excitedly.
"Theyâll be your responsibility from this moment on. Teach them everything about your sector and also learn everything about the underworld they managed. Iâll leave them with you. Mikita will also rejoin Baroque Works, but sheâll stay more in the territory, because of my newborn son with her," Luffy said, while the dancer nodded.

"Captain, you... are you saying that... you're saying that the SWORD naval force, your grandfatherâs, and your fatherâs force, the Revolutionaries,
will be building main bases here?" Bepo exclaimed, stunned, as if he had seen a ghost, imagining the impact this would have calculated in his head.
But in the end, he just nodded.
Luffy shouldâve asked for this before agreeing to accept both these very specific forces building their bases in his territory,
but he would have accepted them anyway â aligned with his goal and sharing blood with them,
he would deal with the consequences later.
"Yes. I need a report on them.
Anyway, Carrot, Iâll also need you first thing tomorrow. Itâs time we deliver more newspapers across the New World. Iâm going to need your fruit, after all," Luffy said.
Carrot was responsible for the mysterious appearance of newspapers at the doors of everyone, on every island of the New World â something the World Government had no idea how was happening.
But she had a special fruit, which Luffy had acquired after spending several billions on the system,
and with its power multiplying the strength and range of Carrotâs fruit, she could expand throughout the entire New World.
They nodded.
Luffy let the couple continue their date.
He was happy about it â the same with Chopper, who had also developed a certain relationship with a Mink doctor in Zunesha,
