I am making some changes, such as in Luffy's current bounty, I will raise it from 300 million to 500 million. I think it's more fair for what he has done, even though the Marines don't want to give too much fame to the pirate after what happened in Alabasta.
Luffy will train for a week in Skypiea, after that I will have him go on a solo adventure through the seas of the Grand Line, where he will encounter Hancock, Teach, Jack, Shiki, Doflamingo, Kuzan, and the sacred knight who is hunting him. Maybe Uta?
I am thinking about who he could recruit for the fleet now, I thought of some possible options: I thought I would choose a list of them, but the only possible one here is Foxy.
Buggy still has his usefulness as an enemy, I don't see him in the crew.
Bellamy is someone who wouldn't leave Doflamingo's flag now.
CP9 is too early to have an encounter with Luffy, I will leave that for when they leave Skypiea with the entire crew.
