2019-04-25 09:20:10 +0000 UTCThe characters talk more about it later in the story, so hopefully it becomes more clear, but it's about what level of scrutiny they're under in society; wendigo were mentioned to be a restricted species, cyclops are moderated, and if you squint at the victim board on pages 21/22 you can see some other designations. It's mostly ranking how likely a creature in general is to murder people and what sort of rights they have in society.
