Itachi is smarter than Pain, and I think even if he couldn't face the Rinnegan directly, he could survive long enough to figure out how to counter it. If it is while Itachi and Pain are both in the Akatsuki, with Prime Itachi knowing all of Pain's secrets, I think Itachi could swing it. Also, given his time in the ANBU, Itachi likely has more experience with diverse foes. If Itachi uses Kotoamatsukami, this hypothetical battle could be a moot point.
