In case no one mentioned it yet, but a very obvious reason for why Food Wars is soo heavy on the fanservice is who is making it. Mainly responsible for the plot and storyline is the author Yūto Tsukuda and he works with Yuki Morisaki, an actual Japanese chef, and Shun Saeki, who does the illustration/art for the manga. Now Shun Saeki was previously also known as tosh, a penname under which he drew hentai manga. So yeah, putting boobs and ass and stuff like that right in your face is what he was already known for before Food Wars was created.
