So as Rod Reiss said, having the power of the founding titan means nothing without having the reiss bloodline. Even if eren was to eat Rod or Historia the power would not activate that way, because don’t forget that Grisha ate Freida who was a Reiss bloodline but he was not able to use the power and eradicate the titans (I believe this was his goal) he realized that he couldn’t use the powers and immediately gave it to eren telling him “you must learn how to use this power” and “you must be the one to avenge your mother”. So the only way to activate the power and to gain the memories of the world is to be a Reiss bloodline but why haven’t they done it? Those who have the knowledge of the world gains those purple eyes. As we saw with young Rod, him and his brother BEGGED their father(who at this time had the power) to eradicate the titans but he would not do so. Fast forward and it’s now time for him or his brother to obtain the power which in it went to his brother but upon obtaining the power his brother appeared to no longer had the desire to eradicate the titans and Rod Reiss quickly understood that this is the cycle that must be continued.
