It 100% was Normandy. You are very correct. Rollo is a very accurate character from Real History. Except a small part where he wasnt really born for another 150 years the character is very accurate.

We actually don't know why Ivar The Boneless was called that in real life as there is little documentation on him, many have their own interpretations, such as the show.
