Kenseis tattoo being 69 is literally because part of his full name means the number 6 and he's the captain of squad 9. I think Kubo just made that as an excuse to put 69, also the stripe along Hisagis face is also part of his tattoo and not a bandage, the new anime shows this better than the older one.
