That aside yes, those are the brothers from the OVA (and some more characters from it) as expected they use the Founding festivals as a chance to thrown in tons of cameos from characters that don't play a role in the light novel without it having any impact on the plot. There were also the noble and his wife fromt he OVA where the students were on a field trip to while protecting Triss-sensei. Queen Towa of Raja and Hiiro from the movie were also in the OP so they likely will also make a cameo.
