kagune can change over time, like backstory for mr yoshimura. u see him start out with just the one but it grew over time. cannibalism is factor in growth, which leads to a kakuja (explained in season 2, doin my best to not spoil anything). i think the color changes might be a studio decision but the ghouls have some control over the appearance but that info was part of the removed content from season 2.
