To add the reason that Tatsuya isn't as good with hardware is likely simply a product of him having "Mister Taurus", Ushiyama and his crew at FTL or the people from the 101, who do the hardware stuff for him, so usually he simply doesn't need to create hardware and can concentrate on the software.

That's cuz their school still needs all engineers they could get, so she gave her a "false yet true" words of encouragement. In a sense, she was giving her a placebo effect, that's why she said she'd make a fine con artist, cuz Ichihara thinks chiaki´s chance of surpassing Tatsuya as an engineer is still relatively low.
