Taurus Silver is basically a Pen name and as far as Tatsuya is concerned it’s not his but a combined one from him and Ushiyama (the head of that research facility) That’s why Ushiyama is calling Tatsuya Mr.Silver and Tatsuya called him Mr. Taurus in return. Ushiyama and his team develop the hardware while Tatsuya develops the software. Miya has given birth to both Tatsuya and Miyuki, and Shiba Tatsurou is the biological father of both of them. As for what Tatsuya was surprised about in that ceremony is that Erika, Leo & co were sitting in the midst of what if usually a block of only 1st course students, they ignored the “unspoken rule” of the blooms sitting in the front and the weeds in the back and just placed themselves smack dab in the middle of the front rows to support Tatsuya.

Taurus Silver is in fact a 'nom de guerre' used to describe the collective work of two people. Ushiyama aka Mr Taurus - FLT Third Division Director Shiba Tatsuya aka Mr Silver Tatsuya created the name Taurus Silver for 2 Reasons and by using his own initials (T)atsuya (S)hiba=Taurus Silver The first Reason being that Tatsuya was not of age when he developed the Loop-Cast system that Silver first became famous for; legally, it would be impossible for Tatsuya to patent any of his inventions and developments without being of age. The second one has to do with his Connection to the Yotsuba, but i cant go to deep into this as of now.
