Yeah you got that right, Miyuki was worried that she went overboard in her emotional outburst, she thought she may have murdered the people she froze there, even though Tatsuya told her that they weren't worth getting her hands dirty. Tatsuya apparently somehow made sure that they didn't die. How he did it will be explained later in the series, though there is already a hint at it in the previous episodes. Tatsuya wasn't shooting bullets, he was using magic when he took down those grunts. The idea that cast jamming is an absolute counter against magic is simply flawed, they are very specific abilities or have really high skill and/or power requirements but there are ways to get around it or at least lessen the effects. Cast Jamming is any Non-Systematic Magic that scatters the area of interest with vast amounts of meaningless Psion waves. The scattered Psion waves function as "noise" which disrupts meaningful Psion wave activity. This reduces the data upload speed of magicians in the affected area to their base station (CAD) by means of overwhelming it with large amounts of useless data. If you have a way to shut out or disperse that noise you can counter cast jamming. Tatsuya uses "Decomposition" magic, that's what happened to the guns, they were decomposed into their parts, and he can do the same to the Waves of Cast Jamming. He decomposed everything in a straight line extending from his CAD, both the Psion waves, clothes and the human bodies it hit.
