Jiji doesn't speak at the end of the movie because adults don't talk to cats like children talk to cats. She arrives in this new city so wide eyed and ready for adventure away from her little hamlet and is carried about by her magic with her broom and her talking cat. She has so many little adventures full of wonder and joy, but eventually she finds her experiences coming up short. She bakes a lovely pie with a lovely grandma, but when she delivers this pie she had so much fun making she finds that the pie isn't wanted and the lovely grandma is dismissed. On top of that, the flight she was able to make on her broom through the rain leaves her sick and in pain. She has so much fun with this nice boy, but his friends don't look the same as him, and worse yet one of them is the rude girl from the other night. She loses her magic, her flying broom, her talking cat, because for the first time in her life the world has no magic. She can't fly anymore, so now she has to walk, walk like we walk, like a real person walks, but on her feet she finds the people she met while she had her magic. The woman she stumbled upon in the woods, the old ladies she had to deliver a pie for, all these people are places she enjoyed while her broom was set aside. There can be as much joy in the concrete as there is in wonder, happiness in happy places between storms. So she finds a broom, a new broom she stumbles with because she's only flown with her childhood broom, and saves the day with her magic. But this is a different magic, a magic on the other side of disillusionment, a magic that's a little more adult because she's a little more adult. A small child in a small village can have a cat as her best friend, having little conversations with him in a childlike magic, but as you grow up and learn what it's like to hold conversations with the people around you, when you speak with a cat you recognize that the words you heard from it were your own. This doesn't necessarily mean that we need to say she was just talking to a black cat that was meowing at her, but Kiki's Delivery Service is definitely a story with a dash of magical realism thrown in.
