Viktor has wanted to improve the world with science/magic aka hextech but he didn't see it plausible until he reached this form he's at now. When he first emerged you could tell most of his emotions were gone. Plus when you gain that much power I'm sure anyone would start to see themselves as a god among men.

2024-11-29 00:52:15 +0000 UTCHeimerdinger warned about bringing MAGIC to the hands of all the people not hextech itself, he just feared the fact magic could be used through hextech. Hextech is a way for people not born with magic to be able to do magical things like infinite energy, body enhancements, control time, mass manipulation, etc. Hextech exists in the runeterra lore so it’s not something that will go away anyway, someone else would have created it. The hexcore was the most ultimate version of hextech because it was like an exact replication of Magic(magic has its own will that can evolve to be used in multiple different ways) so the hextech is definitely something to be feared because not everyone should have access to all possible magic. Anything can be dangerous in the hands of the wrong person as we saw in Heimerdinger’s flashback, a mage went psycho with power and destroyed an entire nation. Viktor most definitely had no plans like that at all until Jayce attempted to kill him. Anyway, point is that Heimerdinger fears MAGIC which is why he didn’t like the idea of allowing everyone having access to MAGIC through hextech. It just all depends on who wields it.

Arcane Viktor was heading in a different direction but Jayce caused a paradox by trying to kill Viktor, it changed Viktor’s mentality more into that of the original Viktor from the game. You see more hints of Viktor not wanting to sacrifice humanity. Skye symbolized his humanity was still intact which is why those people he healed didnt turn into the mindless machines from the alternate timeline. He left their soul and humanity in there. They seemed “emotionless” but if you see any show about inner peace and harmony, that IS how people behave when they finally find eternal peace. If you think they were emotionless and mindless or wtv, then you would think Jesus was an emotionless and mindless being because he too found inner peace and harmony later on as he grew up.

Ik the majority of people think that Viktor in any timeline was going to cause that bad world Jayce saw but no that is not true. Everyone, even league players could see that this Viktor story was entirely different from his original lore. The alternate timeline that Jayce saw is more like Viktor’s original lore, always wanting perfection. Skye symbolized Viktor’s humanity, he still had his humanity left in him which is why he didnt transform the people into mindless machines, he kept their humanity intact to let them do what they want. Even during Singed’s conversation, he spoke about fate, probably because he had an idea as to what his fate was and didn’t want to take away humanity. And once again with Jayce he says that he wanted to avoid this destiny. This Viktor was dramatically different, he wanted to get rid of weaknesses but was not in search of perfection until Jayce came in to fuck it all up. It made Viktor be like “you know what? Yea emotions really do be fuckin us up, lets get rid of that shit.”
