Thats arguable. I feel like Toya's quirk isn't sustainable in the long run like Shoto's quirk. It took him being on the brink of death to get his quirk awakening after using his own quirk too much to manifest Rei's ice. He's far stronger than Shoto but Shoto always was the perfect child and the better potential. Also we've seen Endeavor use blue flames as hot as Toya in the Stain arc aganist one of the Nomus just for a brief moment. I feel like if Shoto practiced his fire quirk enough he could use really hot blue flames for a moment like how Endeavor did it.

So many powerful emotional beats, I agree with Sam, the Todorokis should be the main characters 😅😅.
