After Anette said and did what she did when she was younger she felt regret and was also hoping she could maybe help at least one 86. She mentioned that she asked to see the reaper for some tests, back when there were several reports about the reaper. She said she was going to see if maybe she could save the reaper but sadly her request to see the reaper was rejected which led her back to thinking “there is really nothing I can do.” Anette is mad that Lena is talking about doing things but doesn’t do anything in the end, exactly the same as Anette. Anette probably thinks about wanting to help a lot but doesn’t do anything either and is scared about what would happen to her if she stood up against the republic, just like she was scared to be bullied/mistreated back when she was younger.

You mentioned before that Annette's lack of suitors around her age had a story around it, and now we see it's because she was seen as an 86 sympathizer and was bullied tremendously for it.
