Veldora was not really empowering Rimuru while in his stomach, he was still sealed in Unlimited Imprisonment along with all of his skills after all. However, just like in the cave, Veldora's magicules were leaking through the seal a little bit, and Great Sage was able to use the excess magicules to assist Rimuru when he ran low on his own (like when he names a bunch of monsters at once, and goes to sleep to recover) But functionally, Rimuru will not be any weaker now that Veldora is freed. In fact, in next episode we will see that freeing Veldora (by analyzing Unlimited Imprisonment) gave Raphael enough data and skills to make 2 additional new Ultimate skills (Uriel and Veldora) for Rimuru! So, if anything, Rimuru is stronger now that Veldora is out.
