You have probably seen the advertisements with the tape for example that they slap onto a pipe that has a whole in it and is leaking water? Well the tape is a stopgap until you can get a plumber to come and replace the pipe with a new one. So when Deku, I think it was, was talking about him switching to his kick style he was thinking about it being a stopgap until he figured out what he could do about his arms but Allmight was saying its already strong enough to be a replacement essentially
