There are many reasons, health, time and of course economic stability.
This next year I have to renew my passport and those who have known me for a while know what I'm talking about.
There is 1 slot available and you can take it if you are interested.
You do NOT need to stay in that Tier if you don't want to, later you can return to the Tier that best fits you ^^
