It would be easy for him to pay off those Tuskens to abduct her and torture her while also implanting those nightmares of her being tortured in Anakin's head to push him to return home just to witness her death. He did the same with Padme. Implanted not only the idea of her dying but also how the Dark Side can prevent the death of loved ones. Then he implanted some more nightmares of Padme dying as well. Whether he literally "implanted" those nightmares with the Force or just triggered them in Anakin naturally through sheer suggestion, either way, Palpatine is truly an evil genius.
