Not intentionally?! Oz may have overreacted at first but he knew damn well his brothers were trapped there and could die from the flood. He kept looking at the rain and didn't even question or got slightly worried if his brothers were okay. Oz was very much jealous of his brothers and you could tell he wanted to keep his mother all for himself. This fits well with his character to be honest and Oz is the perfect definition of a psychopath: manipulator, self-centered, impulsive, no real empathy.

It has the signs of Parkinson's with uncontrollable limb shaking, and the in-and-out of mental place which is like what happened last episode at the dining table when Vic started talking to her like the other two sons were still alive. Agree that the best way to hurt The Penguin is to make him admit what he did to the brothers. How that plays out for Sofia and the mom in a final showdown will be interesting to see.
